Why require PIN?

Why does this app require re-entering of PIN every time I open it to look at my time remaining on the parking I paid for? Even banking apps dont require constant authentication. What, do they think someone is going to steal my phone and the first thing they will do is top up my parking meter? Really? Is that a real risk? Or is it just typical Canadian risk aversion and excessive caution? Bureaucrats taking "safety" to ridiculous heights.

Otherwise the app is really great and a big improvement over fumbling for change or standing in the freezing cold waiting for credit card to authorize.
